Our Management Team
Our management team takes pride in establishing a specialized partnership with each and every one of our clients. By offering a comprehensive range of general contractor and construction services, we can tailor a project to suit our clients’ needs, goals and budget. Our project managers bring more than 100 years of technical expertise to our organization. As a union contractor we employ on average 50 tradesmen including carpenters, ironworkers, equipment operators and laborers.
NPE is committed to provide our projects with the necessary management team to pull from its past experience of work performed as well as the safety and certified specialists, the office personnel to see that administrative aspects of work flow smoothly and a single point of contact for our clients.
Jim & Arbe Williams
The Owners
Jim and Arbe are the two stockholders of the company. Jim is a union ironworker and brings this experience to the business which has been in operation since 1978. Jim inherently has a vested interest in the success of all projects and is involved in an advisory capacity to the company’s project management team.
Arbe is responsible for the overall financial management of the company and has been fulfilling this role since 1978. She also brings seventeen years of administrative experience with the State of Alaska, leaving in 1998 at which time she had served as Director of Administrative Services with the Department of Labor and Workforce Development for the preceding four years.
Chris Gilberto
Vice President And Senior Project Manager
Chris is the Vice President and Senior Project Manager for NPE. Chris has been with NPE since 1999 and was trained as a union carpenter. Chris has worked and overseen all aspects of many types of construction and is also an Air Barrier Association of America (ABAA) and Carlisle roofing systems certified installer. His certifications provide our company with an advantage of providing top notch products and warranties to our clients without having to look any further than here in Juneau. Over the past five years, Chris has served as the Senior Project Manager for all projects performed by NPE and the lead Project Manager for all projects performed at both the Kensington and Greens Creek mines. Chris has full authority to make decisions on behalf of NPE.

Mike Sturrock
Project Manager & Safety Officer
Mike has also been with NPE since 1999 and he too is a union trained carpenter. In addition to being a project manager he also serves as the company’s safety officer. He is also one of our competent persons in charge of scaffolding erection and inspection. Mike has experience in working in all facets of construction with specialized experience in historic renovations. Additionally Mike has been offering Journeyman enhancement classes at the local union carpenters’ hall since 2007. Classes he has provided include Fall Protection TTT, Commercial Steel Framing TTT, Scaffold Erector TTT, Aerial Lift Operator TTT, and Powered Industrial Truck Operator TTT. He also helps teach OSHA 10.

Karl Vandor
Project Manager
Karl has been a project manager for NPE since 1997 and brings over 41 years of experience in the construction industry. Karl brings expertise in countless design-build projects that he has overseen as a project manager over his years here at NPE and his skill-set is conducive to helping developers come up with the most ideal and cost effective design to achieve the best desired outcome. Karl’s knowledge of the industry means and methods as well as his expertise in renovations, retrofits, upgrades, building codes and varying site conditions brings a wealth of insight that any client will enjoy in organizing their next project.

Chad Strong
Project Manager
Chad has been with NPE since October of 2010 yet has been in project management for the past ten years. Chad comes to NPE from a local private utility after fourteen years of service where he last held the post of assistant project manager for the $78 million Lake Dorothy Hydroelectric Project. With his role at Lake Dorothy he brings a unique understanding and perspective of being on the owner’s side of a major construction project. This coupled with his prior experience as a Board of Director for a local native village corporation and his Bachelor’s degree in Business Administration; he brings both a knowledgeable and practical skill-set that will secure a positive working partnership between NPE and prospective clients.

Ann Gilberto
Business Manager
Ann is NPE’s business manager and financial administrator. Her role is to ensure that projects are set up in NPE’s financial construction management software (Sage Master Builder) and to continue to provide the necessary checks and balances on all aspects of the accounting related to our projects. Ann has been the main point of contact at NPE for all accounting functions on all of our projects. She also has experience in the administration and tracking of change orders, contingency allowances and construction change directives. This allows her to provide our clients with detailed accounting documentation in the event that work outside of the scope of services for a project presents itself.
Ann also provides oversight on accounts receivables, insurance, bonding, financial administration of subcontracts and any and other all tasks that are not taken under the control of the project managers. From an accounting viewpoint, Ann’s ability between her and her staff to organize the financial data in a manner that is clear and concise for not only our project management team but for our clients, enables all parties to quickly and easily review progress of the work.
